Why can’t we use time display at Kuwait traffic signals to alert the drivers the next action of the signal light, it is very helpful to the public and we can reduce  crossing red signals as well as accidents.

I am too scared to pass traffic signals, I am in a dilemma whether to cross or not when the Green signal is 'ON' as there is no time display to show me the change to Red signal, .At some instances If we are at  a condition near to traffic signals  many  vehicles at the  back rush to cross signals as fast as they can and will honk as well which will force us to cross or else get a big bang at the back  of the car.

I have noticed the time display in several countries except in Kuwait... Why we cannot?
